Does anyone know how M-ATVs are being issued? Are they just replacing HMMWVs? Are units turning in (or not even deploying with them) heavier equipment like Bradleys? Are they M-ATV companies or are they companies that have M-ATVs? I guess that goes for MRAPs in general? Anyone have a TO&E/OOB for this kind of thing?

In the Army MRAPs in general are dispatched out just like Humvees are. Not sure about USMC's issuing. I'm not sure about mechanized or infantry companies but Armor companies are trading out their Abrams for MRAPs in a 1 to 1 issue (1 Tank crew will take 1 MRAP) for general patrolling purposes.
Its a sniper rifle, not a "sniper"! You don't call an assault rifle an "assault"!
