No stands don't require an order to fire. But they must pass a cohesion check prior to rolling on the CRT. If they fail that cohesion roll then they do not proceed to the CRT roll.
All units do this regardless of their target.

No orders are given to a firing stand and as RedLeif stated, it must pass a Cohesion test first.
The orders are for Movement I do believe. All given by the number of orders which is determined by the roll on the Command Efficiency Table.
