I agree with Whoa Mohamed. Though I am not a combat veteran or a veteran, I do see the value. Civilians in the target area, has more than once altered tactics and or a specific target.. Not to mention refugees on the road, slowing up movement.
I have never made rules or played many games, so my opinion is just that. Maybe civilians are run by the Game master. Add a dynamic aspect for the game. Maybe a part of defending a position from an advancing army is keeping a bridge head open for as long as possible to assist fleeing civilians.. Just thoughts.

I am well aware that civilian vehicles litter a real battlefield, along wih everything else. How much money are you willing to spend in littering your batylefield with it?
Since I collect to build units, I am not going to spend money on civilian vehicles at the expense of another platoon or company. If I ever start building dioramas, maybe.

I am not sure I would buy any or I might buy some.. I was just adding to the conversation and giving supporting data as to my reasoning.. Wait.. this might be just the type of thing that annoys my girlfriend... LOL..
There is a way that GHQ can go about this to determine if its viable. Been watching a lot of Videos on YouTube.. In one, the person talks about kick starter and how many non historical war game companies use it to launch a new item. This is a good way for them, because they can set a goal as to how many orders they would need to make this viable. They can do an initial run and people could contribute. We, the customers, could float the cost of a limited run. If the demand is big enough, then they could determine if its viable to proceed. I could go on an on but never really explain this well.. So lets just let it come from the horses mount..

All I am saying is, this approach would have too benefits for GHQ. They can use a kick starter to do a limited run for people who want something that is important to them.. The other benefit is it can be used to test out a new product on the gaming community. If they don't get enough people, then they don't have to produce it. Again, Just a thought.
Uncle Adam, at Table Top Minion, also puts out other videos that are interesting an helpful. He is mostly 40K but some are good for our hobby as well. These are not necessarily relevant to this discussion but it is relevant to the hobby.

I would buy some too. I wouldn't have any in the motor pool, but my guys need something to drive to the motor pool to draw their vehicles! After they have been properly dispatched of course!
Also for battlefield scenery and obstacles.
There are some packs of 1/300 scale civilian cars out there, but they aren't the best quality. I would spend the extra cash for some GHQ quality vehicles.

The troop parking lots are not in view on the ping pong table. I suppose one or two of the division's motor pools could be filled with the group's POVs while the unit is at Graf for gunnery. Nah, I'm not gonna do that. My budget isn't that liberal. I have a Stateside ACR to build, another SP howitzer battalion to buy, mortar and medical platoons, command post vehicles, engineer equipment, recovery vehicles, bridges, etc, etc, etc. Not spending money on a battalion of Volkswagens. If GHQ is making additional stuff, I want it to be MBT70s, M59s, GOERS, and the like.

If GHQ made them I'm sure I would end up buying some 100%
However....
I think the biggest problem that GHQ would face comes from the white plastic architectural model cars as found on e-bay.
I picked up 100 a few years back for about $4 CAN including shipping from HK!
I still have 50+ unpainted.
Still may be a market for small/large trucks and trailers.
Until then I will have to kit bash what I need.

We already use the landrover and G-wagon vehicles for VIP transport, UN etc, warlord, arms trader, police.
