It did include three of the trays. Plus it does have a certain number of 1/2 inch thick hexes to cover one board. Not sure of the count.

But one board is 24 X 39 inches so it would be alot of hexes.

Plus you do have to glue the edges down to the boards but that is easy enough. They are great. Think I have another guy up here going to order them as well.

does the kit come with the glue required to glue the edges down?

Also, how hard would it be to cut a sheet of styrofoam to fit inside the tray? I'd use that as a base and then use the hexes for elevation.

The tray comes with a big 24 X 39 inch 1/2 inch thick piece of foam as the base board. Then the edges are a sturdy plastic that have a lip of about 2 to 3 inches. This lip is the part that gets glued down to the big foam base. This would also add support to the styrofoam base board. If your familiar with the styrofoam that GHQ uses it is the same densely packed styrofoam as their hexes use. Which is better than a slab of plywood for weight purposes.

No the glue isn't included but what they suggest is regular PVA glue.

If I get one assembled today I can post a pic. No promises though on getting it posted.

so the base is made up of styrofoam only? Or is there a plastic base that the styrofoam sits on?

I got my hex trays last week.
Basically what you get is
6 each of 3ft long side rails and 2ft long side rails
3 2 x 3ft 1/2inch styrofoam sheets as the base for the hex tray
50 1/2 hexs

One prob i have with them is the side rails need to be about .5inch longer.
At least the rails hold paint so i have painted mine a light green.

They are pretty sturdy once you get them assembled. I used a hot glue gun to
glue the rails to the styrofoam sheets. At each corner there is about a 1/4 gap
because the rails do not meet. I used some painters tape to cover that.

As soon as i finish all three of them i will post some pictures
