WWII Naval rules....ok, who makes them and who uses them?

The difference between land combat and naval combat rules is the way scale can be handled. In land combat you can run individual tanks, platoons or even divisions by building stands with a few models. Each stand represents one to many tanks. But in most naval combat rules each ship model is an actual ship. The detail rules for naval will bog down quicker in naval combat as the size of battle increases. Thus to run large naval battles something has to give and that is rule detail. I probably can run half dozen ships with my rules but maybe a couple hundred if I used the Axis & Allies combat system.
