another interesting thing to consider with all of this is the question;
how many here have actually spent time in Russia, seen some of the factories and spoken with the workers, management and others? How many have physically walked around factories now tooled up for supplying European motor vehicles with a wide range of spare parts? How many have spoken with people of all ages and educational backgrounds and heard comments about efforts made in both the GPW and CW?
Justifiably one can state oh yes, anecdotal evidence, but this appears to be widespread, in not only Russia but also in the Russian diaspora or rather the Soviet diaspora. This, then linked with assessments done by a range of ** CENSORED **, from both WP and NATO would tend to be a little more informed than some of the comments made above.
As for the position I comment from, I have visited both, Russia and Ukraine and been on the visits to factories, have spoken with the workers and management etc. As above, some 'high up military', as in Generals i have also been fortunate to speak with, as well as veterans of Chechnya and the GPW.
Bottom line for me is that we need to be very careful in assessments made by anyone, there is always the need to have the reader to consider the context (agendas) of those writing the documents etc.

So tell us what you think. I've spent some time in Ukraine but never toured any factories. I've worked closely with mid grade officers (Maj-Col) of Ukraine, Romania, Georgia and Bulgaria. I have a pretty good idea of what their aif forces were capable of in the mid to late 90's but not before.
