The Armed Forces council agrees with Gator State, we don't acknowledge the use of Special Forces as well, its better for the rest of world to disband such Spec Ops forces.
This Councils topic on the matter pertaining to Special Forces has been closed, we will not proceed with the idea of forming a Special Forces unit for the NCAF, due to lack of evidence of their effectiveness as provided by the KDF. (Gavel is tapped on the table.) this meeting is adjourned.

NCAF HQ Ottawa head offices.
Knock on the office door
(Chief of the Defence Staff): "Come"
The officer door opens and walking General Thornton, General May, and Admiral Kirk.
(Chief of the Defence Staff): "Ah please come in Gentleman."
(General Thornton): "Well that Special Forces Topic was rather short, though in the end it was hardly worth our time."
(General May): "Indeed, the example that the KDF gave about their Special Forces unit was a joke, they rely on rejects and dropouts to fill in their ranks, not worthy our interests in developing our own Special Forces unit."
(Admiral Kirk): "It wasn't the answers we hoped to get, as the topic was about how they work and operate, what missions do they do, and what equipment do they use? that way we know how to create one from scratch, but i guess its a mute point now thanks to those pot-smokers."
(General Thornton): "Indeed, though It was an rather new and interesting concept, but unfeasible none of less, if only someone from a much better spec ops unit appeared to give us their views, then the outcome would have been different, but with no way nor means of getting a hold of them, nor where they operate, its just a pointless endeavor."
(Chief of the Defence Staff): "yes, but for now, let move away from this topic."
The three Officers leave the Chiefs office The Chief of defense staff looks at the record of the meeting about Special Forces, closes the folder, grabs a rubber stamp and stamps the words "Rejected by the Council." in red letters. and shoves the file under "Failed Projects".

Good decision, great info, data collection.
A group guys (not special forces at all) went to the hat rack at the O-club, walked out with Adm. Kirk’s hat at lunch, Gen Thornton at breakfast, Gen May from the gym during his workout. See if there are replacement hats. They each have a card in it from Putinville, Gen Gorggie.

At the NCAF HQ.

(Admiral Kirk): "That was on my Hat too?"
(General May): "Who ever this Gorggie is hes trying to impersonate us as members of the Armed Forces Council."
(General Thornton): "Sound a General alarm, order the troops to find and locate those Putinville imposters."
A general alarm was sounded to every CFB base in Ontario to guard the HQ and to locate the imposters.

THERE ya go, Mech. "When in danger, when in doubt, run in circles, scream and shout!". Boy, it's like kicking' an ant hill, Watchin' you guys hit the panic button and run around for hours, wastin' gas, expending energy, shouting and waving your arms and generally pole-vaulting over mouseturds. At least you oughta do well in the next Olympics!

Well Chris there was a card inside the hats that Said Putinville, gen gorggie on it.
But still whoever is stealing the flag officers hats for some nefarious purpose , will be found and arrested, besides the NCAF council did not authorize any form of clandestine training. If it was some form of a Special Operations group, it still will not change the councils decision on the matter.
As for Al-Kabab that's doubtful as they are uneducated to know about Spec Ops training.

The NCAF council are in an emergency meeting to go over the incident with the flag officers hats. The incident happened right after the council rejected the idea of forming a Special Forces unit for the NCAF. The Council is perplexed by this. Why would a group of people keep swapping hat sizes of our three flag officers, but they do have a plan on how to catch them.

Wow. Who might have taken the hats, swapped them out and put in Putinville business card? Is it a prank, is it a lesson, is it to send a message that you are not safe anywhere?
Could it be a waiter/waitress at the Officer's Club getting revenge for some dastardly act?
Could it be an innocent mistake, a one time event with a screw up with the coat station check in?
Need more money from the treasury to investigate this, estimate of $2,000,000 for through evaluation of all angles.
