Make your own.
You might want to start with the GHQ Terrain Maker Trees pack. It comes with the materials and instructions for making bunches of palm trees. (You use the same materials for making connifer, desiduous or palm trees -- just use a different technique to create each.)
If you look at the catalog pages for GHQ Vietnam era models, figs, and structures, you'll see several pictures which include palm trees in the background. These have been made per the GHQ method.
I haven't made any myself yet, but I have the pack, and have read the technique, and understand well how to do it. Seems to be a perfectly reasonable approach that produces good results. You can make unlimited quantities with chennile bought at your local hobby/crafts store once you understand the technique.

http://www.microformmodels.com/ they ahve a lot of palm trees and they are pretty cheap. I keep meaning ot order them and never get around to it.

There are at least 2 cake decorating supply companies out there, whose names I forget at the moment (sugarcraft.com is one) that sell nice palms, really cheaply. Look under scenery. Trim to height and you're all set. Evergreens too.
