Are there any decals or other methods to do Japanese deck markings (or USN markings) ?

Once in a blue moon you can find a set of SeaBat decals on ebay or bartertown. These are out of production now but a fantastic find if you can get them. Several attempts to contact the owner to either re-open production or buy the rights have gone unanswered which is a real shame. Short of making your own I don't know of any other solutions.
