Micronauts the game. Main turret armor

Hello everyone,
I'm in a bit of a problem here. It seems there are several interpretations of the combat resolution example on page 29.
In the example the Exeter's belt armor is hit and penetrated. After rolling on the 'hit location chart', we see that the main turrets are hit. Because the hit penetrated, it does 4 points of damage, eliminating the turret and inflicting 1 point of damage.
Now the two interpretations:
1. The shell hits the belt armor and penetrated it. So we don't look at the turrets armor. This is fine as long as the belt armor and the turrets armor ar the same. Which in most cases is. However, how do you resolve a similar hit on the Rodney? It's turret armor is higher than the belt armor. So if this is the right interpretation, why having a turret armor value?
2. The shell hits the belt side of the ship and inflicts damage to the main turrets. This way ships with equal armor on the belt and main turrets still fulfill the example. Ships with a higher value on the main turrets will only suffer a penetrating hit if the hell also exceeds the main turrets armor.
