In armament boxes, it says 'Fire - if aircraft are present'
Is that one fire per aircraft, or
one fire per hit, or
one fire per point of damage?
If you have a page reference, pls let me know.

I believe the intent is that if there are any number of aircraft present, then a fire has started. Of course, if you don't get one fire under control, it can quickly grow. Ask the Japanese at Midway.

Bill,
Chris has it correct.
If aircraft are present in the hit location i.e.:
FF - Flight Deck Forward
FA - Flight Deck Aft
HF - Hanger Deck Forward
HA - Hanger Deck Aft
then, one fire is started on the ship. From there check the damage control (consult Table C-7, or p.32) to see if the fire is put out, remains, or spreads.
In playtesting these rules at a HMGS "Fall In" Convention a few years ago, in a Battle of Midway scenario, were we delighted at the "historical result" we obtained on the IJN.
Thanks,

Bill,
Determine how many of the aircraft are on board the carrier and divide by 4, the number of possible hit locations where aircraft could be present. If the fire spreads it will spread to the next aircraft location, either above or below i.e., if fire started in the HF, will spread to FF, then if it continues to spread it will go aft, continuing to reduce the ships aircraft as well.
