Rule 16.5.1 Firing at gun flahes
This rules indicates " the number from the straddle table is divided by either 4 or 6 depending in the situation and rounded down. no other modifiers apply".

however in the example just below it indicates that "Any further modifiers, such as target speed, would be applied to this number". and then it also states that fractions are rounded up.

Which modifiers can be applied in this rule, and which can not?
Do we round up or down the fractions?
