Depends on when during the war. Both navies tried various paint schemes and they didn't always use the same finish on every type of ship.
For the Germans, try referring to this site:

Additional information can be had here (both fleets, plus others):

As to Valejo's colors - 883 would be a good choice for German capital ship's upperworks, but the hull may have been darker.
991 appears to be a decent color for the basic British "Battleship Grey", although maybe a bit light (weathered?).
I hope this at least gets you started.

The links in the previous post are a very good place to start. In general, the German hull color was darker than the color used on the superstructure. On the turret tops, I recommend using a dark gray. The white recognition circles on the turret tops was not used until after the battle of Jutland in May 1916.
On the British ships, early in the war a dark "home fleet" gray color was common. On the British ship models with the torpedo nets along the side I paint them with the dark gray. Later in the war, the nets were removed and the British began using a lighter gray on many of their ships.
I hope this helps. Post any questions you have, the people here have a lot of knowledge and are very helpful.

This website is in German, but Google gives a pretty decent translation. The link will take you to the main page, then click on the 'Konstruktion und Farben' link to go to a page with example colours for the pre-war and early WW1 German ships.

Nice site - gives decent color samples for some of the colors used.
