Make a posting rules sticky?

I was trying to find where the "posting etiquette" for the forum is. There's nothing in the Sticky's and I don't see it anywhere else.
I'd suggest a thread called "Forum Posting Guidelines" that gets sticked along with the posting photos and registration threads. The post would just detail the rules of the road. In my case, i was looking for the rule about posting links. I believe the rule is no posting links to other companies. But I was unclear if personal web sites or blogs were okay? I asked about posting a vide and someone just posted the link - so I guess Youtube is okay to link to?
Likewise when I announced my Flames of War variant, GHQ said it was okay to post a direct link.
