Description of Unryu, IJN58

The catalog and website describe the Unryu, IJN58 as a converted submarine tender. Is this true? I thought Unryu was designed from the outset as a carrier based on the Hiryu design.

Of note, the Hiryu had a port side island vs the Unryu class starboard arrangement as well as three elevators vs the Unryu's two. I also understand the Unryu class also had concrete encasement of aviation stores; though I do not know that was in reaction to Midway or any thought of additional needed protection. The Unryu was laid down just after June of '42, sunk by two torpedoe hits from USS Redfish in December of '44. (Good story is "STAR-CROSSED SORTIE: The Last Voyage Of UNRYU and DesDiv 52" by Anthony Tully. Can be found on the Combined Fleet website.
