I realize this is going to be controversial but would putting adding on new forum members on hiatus make sense? I assume as a new "member" turns out to be a spammer it is removed from the member list and no longer has access but taking a time-out while the administrators work on new solutions to preventing new ones from getting in might be a welcome break.
People could still shop so revenue goals could still be pursued. I know I shopped, a lot it turns out, before I ever signed up.
I do not want this permanent. Or even long lasting. Just time to find ways to improve the process. And lower blood pressure levels. Administrators and members.

I think it's generally pretty easy to spot an account that's just used for spam.
If you find spam, check the account that posted it - did it get used for legitimate posts and maybe hijacked for spam? Or is spam all that's associated with it...? Nuke it from orbit, it's the only way to be sure...

I'd also say absolutely put things on hiatus for new people, just have a public post on the website that the hiatus is to clear out spambots so people know what's happening.
