No need for a spy plane in Balzac. Just take a sightseeing tour on one of the many floatplane operators when the wind is from the West.

The old rust bucket, Balzac Ship Fearsome has been towed from the scrap yard and seems to be getting a makeover.

Nice re-work of the Fearless. Look forward to seeing the progress.
You should be able to land a force if needed in territory near your fine country and save civilians.

I consider ships that are fully painted to have going out on sea trials.
