What would everyone suggest for rules and the amount of figures to get started in gaming the American Civil War. Would like to take advantage of the discount before the prices go up. So any ideas would be greatly appreciated.
I.E. How many infantry, cavalry, artillery, etc to get started playing both sides.

For rules I would recommend GHQ's rules. Micro Force: The Game, American Civil War. 
They are designed to support 10mm figures and Brigade and higher level scenarios.
If I were starting out I would get the following.
USA
4 packs infantry with command.
1 pack deployed artillery
1 pack command personalities
CSA
4 packs infantry with command.
1 pack deployed artillery
1 pack command personalities
This will give you a brigade with command for both sides and an attached battery.
Casualty markers are a very nice addition but not necessary. GHQ's rail fences are also excellent additions if you need terrain.
I am a regular on the board here and happy to answer any questions on the ACW rules.

Rough Rider, I use 15s because of al the different poses you get from all the different manufacturers. I use a game rule called ACW Brigade Commander,divised by me. Anyways if you want to play a game let me know,we already have a few thousand troops on hand.
Following are pictures of a replication of Dunkard Church at Anteitam...Shown are 2 Regiments of the Iron Brigade, B bty 4th US Artillery, and a Regiment I can't think of off hand of the Secess Army

Stick with the 10mm. Look at GHQ's then look at any other line in any other scale, You will come back to GHQ they are the best looking figs out there. And also look at the guns and wagons and compare the detail to any other scale. Then after you buy the GHQ figs you can get the rules dnichols wrote with the packs he recomends. If you want bigger battles get Fire & Fury. Or be like me and get both
that way you can game small battles as well as big ones.

10mm vs 15mm
The one thing I found with the debate between 10 and 15mm is the availabiliy of opponents. More people tend to play 15mm which gives you a bigger gaming group. I like the look of 10mm and will do them for ACW since I have friends that are also building in that range. For Nappy, I went 15mm because few people game Napoelonics in 10mm. I would have preferred 10mm due to the lower cost and GHQ's fine looking figs.
