As most of your already know, here at GHQ we are more open about things than you will find with many companies. We agree that having some civilian vehicles would be nice. Here is the rub: with the armour it makes sense to pack multiples of the same thing because that is how the military often times uses them, i.e. in a tank company. Most people who would like to buy civilain vehicles want to create some realism on their streets. Most people are thinking of a civilian vehicle pack as a VW Golf, a Peugeot 206, a Renault R5, BMW 3-series, and an Alfa Romeo 164. The single most expenisve part of any of our products is our designs and the multi-stepped mold process that we go through. Those things are all unique to each pack. That is 5 times the design work, and 5 times the whole mold making process for one civilian vehicle pack. Some people may say that they would be happy having a pack of just one type of vehicle, and some may say that they would be happy to pay 5 times the price of our stadard blister packs for a civilian vehcile pack. At this point we don't feel that there are enough to justify the project. It's not completely off of the board beacuse we agree that it would be a really nice addition, we just can't justify it at this time.
OK, have at it guys, we are sure that some people have other ideas on the topic.
Personally, I'm only going to be buying so many of any model. I choose the number by looking at how many are in service and what is the maximum number that could make it into a potential battle (we have a 16' by 6' sand table, but also game 'away'). I then try to round up the number so I have some extra vehicles for different paint jobs, or for future modification.
Using this logic, I didn't by a lot (four packs) of Ontos since there were few made, fewer users and limited likelihood of having more make it into one of games.
Conversely, I bought a lot (12+ packs) of Toyota trucks (even though they are out-sized) since the UN uses unarmed ones everywhere, the 3rd world uses them as technicals and our Special Ops use them to blend in - so I need quite a few to show different physical condition, paint jobs, and armament, even though I'll probably never have more than 20-30 in any game.
No one is more sympathetic to a good business rationale, than I. That said, the financial incentive for GHQ to make ballistic missile vehicles, Air Defense systems or Engineer vehicles is not particularly high. We buy a lot of micro armor (more than 20,000 pieces in 1987, after a post-earthquake pickup and inventory) and we don't have more than a couple of packs each of these types. (All this making it clear that a CV-90 makes terrific business sense).
So after too many word -- I'd buy civilian vehicles. Your blister packs are only of 4-5 models. If the pack included only 1 type that would be fine with me. Odds are, from my perspective, that I'd buy the same total number of packs if you put 5 of identical models or five different models in it.
If you build them, please start with those ugly little sedans that are all over Iraq as taxis.
As much as I want civilians (European ones now) I think the main push is that civilians are soo much apart of the modern battle field. Even when you don't see them in the photographs they are there.
There are a couple of cases where civilians were purposfully stampeded to foul up an enemy's movements. They are esential in showing rules of engagement.
One of the Soviet tactics I read about during the cold war was to intermix your units with civilians to stop air strikes. Thsi was actually done by Serb Forces. Ruthless maybe but if you want to simulate the real thing then it is something that needs to be on the table.

One of the biggest challenges of modern warfare is trying to fight around the civilians. I use them as negative victory points. It greatly complicates decision making when you can't call for an air strike or artillery barrage unless you are willing to lose more in points if you hit civvies and get on CNN and Al Jazera.
This is the one true weakness in the GHQ range. I have your toyota trucks and some modified jeeps but as I try to fight more realistic scenarios I've found myself digging through the H&R bins for civvie looking vehicles at Last Square at the cons.
Even if they were packed without a mix with each vehicle type as a separate item, we'd buy them. While I understand the civvies would not be the most profitable vehicles in your line their absence draws us elsewhere. And since I started picking up their civvies look alikes and they looked good painted up they've lead me to compromise on the quality of other parts of my forces too.
So far I've largely used military vehicle models painted brighter more civilian colurs to represent "civvy street". I've travelled the world over and it is amazing just how many ex-mil Land Rovers and 6x6 Foden trucks are out there, still in use. Even WW2 Dodge 3/4 tons and "deuces" are seen around the world. Ex-mil fuel trucks and cargo haulers fit in just fine with the proper painting work. Need I mention jeeps ?
That being said, I'd really like a full sized 4 door sedan, a small hatchback and a generic mini-van.
Perhaps you could do a pack with just three new civilian molds and two different existing military models (suitable for civilian use) thrown in, at random. Everytime that I'd buy a pack I'd be getting three known models and two varying surprises.
Or, I'd be happy with 5 of the same in one pack. Actually, how about 6-7 to a pack since they'll each be quite small, as compared to a tank model ?
