I’m looking for some good air to air combat rules that I can use with my micro armor aircraft. I want to fight at 1:1 scale and I’m more interested in fast paced combat than in uber-detail. Any suggestions?

Key decisions you'll have to consider include:
Do I want to have to invest in a hex-mat because the rules require it? These are not cheap, see the reviews at http://www.miniature-airplanes.com/hexmats.php
Does it bother me if the 3D element (climb and dive) is absent or severely abstracted?
Do I want to fight battles with many multiple aircraft per player, or just a couple?
Once you have answered those, your selection from the available rulesets becomes a lot more straight-forward.

For Moderns there's the excellent Phatoms and Intruders rules, to be found here:

There's also lots of additions at the Yahoo Air Pirates group, as well as lots of helpful people.
We've played Phantoms at our local gaming group and had lots of fun. We did need a hex mat though, courtesy of Hotz, and found that 2 planes per player gave a great game playable in a few hours.

Bag the Hun by Too Fat Lardies is a fun and reasonably accurate game. There are a couple of their Specials that you'd need to really round out the a/c lists; Summer 2004 is the big one, IIRC.
You can go up to the Korean War easily with the system, there is a variant to go up to say 1982 (Falklands) but I think things start to get a bit creaky once missiles are added.
Prop Hunter is supposed by be pretty decent too, but I'm only familiar with its modern variants (MiG Hunter, Mach Speed Hunter).
