Have you checked in the 'Free Rules' portion on this site?

Hopefully the link works

GHQ has listed the TO&Es for most modern armies under the "Free Stuff" section of the site. It is, however, not working correctly, you'll have to check back periodically to see when it back online. They are lists that I use most for my games.

TO&E
Pvt64,
The GHQ has an orientation that is where each vehicle represents a platoon, so three would represnet a company.
I prefer 1 to 1 ratio. If you are looking form TO&E for a variety of time periods, I offer one idea to consider....
http://games.groups.yahoo.com/group/TOandEs/
You can visit or ask the owner to join. Good stuff on there.
Also, other rule sets will have TO&Es for their rules and may also explain their rationale. Combined Arms is 1980s/1990s era rule set the may help(each piece represents a platoon). There are many others.

Mid 80's TO&E's
I've seen what GHQ has which is really good. I'm looking for more the non Soviet members of the Pact and Italy, Turkey Greece and Norway. I've looked at http://games.groups.yahoo.com/group/TOandEs/ , but nothing for what I'm looking for that I could see.

1980's TO&E's
A couple of other sources you might be able to find: Bruce Rea Taylor had published TO&E booklets for the Challenger and Corps Commander rules systems back in the 1980's. (Why do I suddenly feel old? Probably because I am). Another book on the subject was Enola Game's "All the World's Armies" or "Modern World Armies". (I forget the exact title). Anyway, it went into a great deal of detail on the American and Soviet Armies (Ever wonder how many GAZ jeeps in a SA-2 battery?) and as much information as the author could find on NATO and Warsaw Pact armies. It also had information on the armies of the confrontation states of the time. There might be some copies still floating around somewhere. Good uck.

Thomas (I think its him), a member of this forum who hasn't been around as much as he used to be, has an excellent Yahoo Group devoted to TO&Es. Just go to Yahoo Groups and search for "TO&E" should have no problem finding it.
There is another gentleman, from the UK I think, who markets TO&E under "Micromark". I think his name is Mark Bevins or Bevis or something like that. I haven't ordered anything from him in over three years so I forget. But the last time I ordered you could get a hard copy mailed to you or a .pdf file emailed to you. Not sure if that is still the case but they are definitely worth the effort tracking down.
Another source from our own memebers can be found on the Microarmormayhem website, thank you Ferret! Right on the home page on the left side are the NATO OOB and Soviet Forces OOB - as a complete a list as you will find in one place I think.
The last source listed there will tell you how many and what kinds of vehicles are present in a given unit, battalion level is usually as far down as it will give details. The MicroMark products will break it down to to platoon level. All depends on what you want. Hope that helps.
Paul
P.S. I have most of the BW stuff so if you're looking for that PM me and I'll be able to help you out.

Micromark is still in business, and going strong. He is one of the main contributors over on the ** CENSORED ** Military forums. His business link can be found on that site.

Do you want wargaming list or historical TO&E's? Also what level are you looking for?
I served during that time and taught Soviet tactics. Let me know what you need and I can look it up. Mostly from military sources some from Civilian publishers. Either way I'll cite my sources

I have a NATO OOB project up on my website. It isn't dedicated to TO&Es, but it has a tremendous amount of information. Warning -- its a massive file.
